Sheila O’Donnell

O'Donnell As Positive Education Program’s (PEP) General Counsel, Sheila O’Donnell is responsible for investigating and resolving client rights and other ethical issues. She oversees the development and implementation of the agency’s risk management activities as well as policies and procedures. Ms. O’Donnell ensures PEP’s compliance with ADA and HIPAA regulations and acts as its liaison in insurance and litigation matters.

Ms. O’Donnell previously served as a civil rights specialist, handling housing and employment discrimination claims for Orange County Human Rights and Relations Department in Hillsborough, North Carolina. She was employed as a staff attorney for non-profit organizations in both North Carolina and Ohio, with expertise in fair housing law. Prior to her career in law, Ms. O’Donnell was a classroom teacher for seven years, the majority of them with PEP.

Ms. O’Donnell holds a law degree from Cleveland-Marshall College of Law at Cleveland State University and a bachelor’s degree in education from Bowling Green State University. She is a member of the Ohio State Bar Association.
